From the supplier: Significant transformation is being undergone by Japan's Official Development Assistance (ODA) as the country emerges as the world's top ODA donor. Assuming leadership in this area, Japan has shifted from provision of traditional 'hardware' infrastructure and equipment to 'software,' which pertains to human resource development and institutional building, with special emphasis on social issues. However, Japan needs to streamline the ODA bureaucracy, strengthen its software aid elements and open ODA processes to wider participation by those outside the government to enable the ODA administration to implement strong policy support for software aid issues.
